Getting technical in South and Central America

The First COSCABAL Technical Congress of the South and Central America Handball Confederation (SCAHC), also known in Spanish as the Confederación Sur y Centro Americana de Handball (COSCABAL), gets underway today, virtually, with four packed days of presentations and discussions relating to a broad range of aspects within handball.

All 19 member federations of the SCAHC and their respective members have been encouraged to attend and spread the word to attend with the week of action.

“It has been established within the SCAHC that is has to become an organisation of sporting and administrative excellence to disseminate and develop handball, making it attractive, friendly and present in all sectors of the society,” said SCAHC President Marcel Mancilla in his invitation letter.

“For this, it is necessary a strategic plan must be implemented that optimises with great efficiency the inclusion and technical development of all those involved, facts that can only be achieved by getting an interrelation between the bodies and levels that compose it.”

The launch today will see welcoming words from IHF President Dr Hassan Moustafa before an address from SCAHC President Mancilla to those in attendance in the online sessions, the main language of which will be Spanish, with part of the sessions being translated into English (only available on Zoom). 

First on the agenda is wheelchair handball with the SCAHC Wheelchair Commission presentation featuring a special guest, IHF Executive Committee and IHF Council Member Frantisek Taborsky. Taborsky will talk about the sport from the perspective of his role as Chairman of the IHF Wheelchair Handball Working Group.

Tuesday (20 April) sees presentations from the SCAHC Refereeing Commission, SCAHC Competition Commission and SCAHC Medical Commission with IHF Playing Rules and Referees Commission Chairman Ramon Gallego as special guest presenter in the refereeing section.

IHF Handball at School Working Group Chairwoman Dr Ilona Hapkova will take the same role as guest speaker on Wednesday (21 April) when she presents as part of the SCAHC Technical and Development Commission. This will be followed by a SCAHC Beach Handball Commission presentation featuring guest speaker Marek Goralczyk, the Polish Handball Federation Director of International Relations and Beach Handball. Joining him will be Stanley Mackenzie from Brazil.

The closing day (Thursday 22 April) will see a ‘Working Table’ under the topic of ‘Women and Handball’ and which will feature two special IHF guests: IHF Council Member, IHF Executive Committee Member and Chairwoman of the Women’s Handball Working Group, Narcisa Lecusanu, alongside IHF General Director Amal Khalifa. The week concludes with the SCAHC Athletes Commission and then a final meeting.

The First COSCABAL Technical Congress follows their ‘International Handball Seminar’ which was held exactly one year ago.
